NHLI Welcomes Two New Team Members
Hampton, NH — June 1, 2022 — The New Hampshire Learning Initiative announced that NH educators, Scott Laliberte and Brian Stack will join NHLI starting on July 1.
“We look forward to having Scott and Brian join the NHLI team as Directors of Innovative Projects” said Ellen Hume-Howard, Executive Director of NHLI. “They bring experience and knowledge, seasoned by a combined 51 years in public education”.
SCOTT LALIBERTE
Scott has over 30 years of experience in K-12 public education in New Hampshire as a high school English teacher, elementary school administrator, district curriculum coordinator and system leader. Following eight years as Superintendent in Londonderry, NH, Scott will use his extensive knowledge of education innovation to work on interdisciplinary curriculum development, competency-based learning (CBL), and CBL leadership development. Scott received his Master of Education and a CAGS in Educational Leadership and Administration from Plymouth State University. He lives in the Lakes Region of NH with his wife Suzanne.
BRIAN STACK
A public educator since 2001, Brian was a high school math teacher, curriculum director, high school administrator, and school board member in three different school districts in NH and MA. In 2017, Brian was recognized as the NH High School Principal of the Year by the NH Association of School Principals (NHASP). After 12 years, Brian is leaving Sanborn Regional High School as its Principal and will work with districts on Portrait of a Graduate, personalized learning, and career pathways. He earned a master’s degree in Education Administration from UMASS Lowell and a CAGS in Educational Leadership from New England College. Brian lives with his wife and five children on the NH Seacoast.
NEW HAMPSHIRE LEARNING INITIATIVE (NHLI)
In 2015, NHLI was founded to create and support meaningful, enduring innovation in education. As a 501(c)(3) non-profit, we work to break the mold of traditional student learning by preparing and supporting educators who are implementing competency-based learning systems. NHLI is composed of former and current educators dedicated to moving schools forward to a student-centered system of learning. We believe every student deserves access to a high-quality education system that creates pathways for a bright future.
What began as a New Hampshire-based initiative to introduce an innovative assessment model for districts, has grown into a national effort to rethink education and assessment. NHLI is a strong voice in the national conversation and in research on innovation in educational practice. We collaborate with districts and schools across the country to design pathways toward student-centered learning systems that empower students.
NHLI operates a two-tiered business model. We receive grant funding from the federal and state levels, as well as private foundations who support our mission, and we conduct fee-for-service professional development.

Ellen Hume-Howard
Executive Director
Ellen Hume-Howard has served as NHLI’s executive director since 2017. In this role, she leads NHLI to assist New Hampshire schools and districts to deepen their innovative practices in education and improve learning for all students. In addition to managing a staff of five, she also works directly with teacher leaders and administrators to support competency-based and personalized learning, assessment design, and competency-based instructional practice.
Since 2014, Ellen has worked with state and national experts to design a competency assessment program using performance assessment for state accountability. Initially called PACE, the program was a first-of-its-kind accountability and assessment. In 2022, NHLI launched NH PLACE (Performance Learning and Assessment Consortium for Educators) to support performance learning and assessment.
Before joining NHLI, Ellen worked as the director of curriculum for the Sanborn Regional School District, and guided the district’s research, design, and implementation of a nationally recognized K-12 competency-based learning system.
Ellen received her undergraduate degree in English from the University of New Hampshire, a master’s degree in Education and a CAGS in Educational Leadership.
Ellen and her husband Kip live on the New Hampshire Seacoast.
